Questo paper discute l'idea di un GIS qualitativo, presentando un esperimento tenutosi a Palermo durante gli ultimi anni. Dapprima descrive una cornice teorica sui mutevoli paradigmi che riguardano le carte e i GIS, e poi introduce il dibattito corrente sul mescolamento di dati e tecniche d'analisi qualitativi e quantitativi nella GIScience. Mediante la raccolta di mappe mentali che rappresentano i quartieri di Palermo e l'inserimento di queste mappe in una struttura GIS tradizionale, l'autore ha deformato queste rappresentazioni per ottenere una mappa meno accurata dal punto di vista tecnico, ma più vicina alle percezioni dei cittadini. Queste operazioni hanno ripercussioni significative sulle politiche urbane e sulla considerazione del ruolo dei geografi nell'agorà politica. ; This paper discusses the idea of a qualitative GIS, by presenting an experiment held in Palermo during the last few years. It first presents a theoretical framework on the shifting paradigms concerning maps and GIS, and then introduces the current debate on mixing qualitative and quantitative data and techniques of analysis in GIScience. By collecting mental maps representing the neighbourhoods of Palermo and inserting them within a traditional GIS structure, the author has warped these traditional representations in order to obtain a map which is less technically accurate, yet more complying with the perception of the citizens. These operations have significant repercussions on the planning policies and the consideration of the role of geographers within the political agorà. ; Cet article examine l'idée d'un SIG qualitatif, en présentant une expérience tenue à Palerme au cours des dernières années. Il présente d'abord un cadre théorique sur les paradigmes concernant les cartes et SIG, puis introduit le débat en cours sur le mélange des données et des techniques d'analyse qualitative et quantitative en cartographie. En recueillant des cartes mentales représentant les quartiers de Palerme et en les insérant dans une structure SIG traditionnelle, l'auteur a déformé ces représentations traditionnelles afin d'obtenir une carte qui est techniquement moins précise, mais qui répond à la perception des citoyens. Ces opérations ont des répercussions importantes sur les politiques de planification et la prise en compte du rôle des géographes au sein de l'agorà politique.

Questo breve articolo descrive la città attraverso due tecniche di ricerca qualitativa (lo shadowing e il Gis qualitativo). Partendo da alcuni esempi, tratti dall'esperienza sul campo, vengono valutati limiti e possibilità delle tecniche in oggetto. L'obiettivo è quello di argomentare la necessità di utilizzare e sviluppare nuovi strumenti metodologici per conoscere le configurazioni urbane. Gli autori sostengono il bisogno di muoversi all'interno di un orizzonte interdisciplinare e di utilizzare tecniche capaci di far emergere narrazioni polifoniche della città. Analizzando le potenzialità dialogiche dello shadowing e le potenzialità sovversive dei Gis qualitativi, una cartografia capace di rappresentare lo spazio mentale degli abitanti, viene affermata la necessità di continuare nella pratica di metodi ibridi, capaci di stimolare la creazione di nuove ri-descrizioni. La città, quindi, per essere compresa, pensata e trasformata ha bisogno di creatività e sperimentazione: nuovi strumenti che tentino modalità ibride di conoscenza, scardinando l'egemonia di rappresentazioni autoritarie incapaci di dare corpo e voce ai gruppi sociali meno potenti. L'obiettivo finale, dunque, diviene il bisogno di proiettare la ricerca urbana qualitativa in un orizzonte politico, inteso come spazio pubblico della discussione e dell'interazione. ; This brief paper describes the city through the use of two different techniques of qualitative research: shadowing and qualitative Gis. By discussing a few examples of field research, the paper assesses the limits and possibilities of these techniques. The aim is to prove the necessity of using and developing new methodologies to investigate the most recent urban phenomena. In order to achieve this goal, only an interdisciplinary approach can help the emergence of polyphonic narrations of the city. Through the analysis of the dialogic assets that shadowing possesses, and of the subversive potential of qualitative Gis (conceived as a sort of mapping that can represent the mind-space of citizens), the authors succor the use of mixed methodologies that enhance the creation of narrative re-descriptions of the urban forms. Understanding, conceiving and transforming the city implies creativity and experimentation: therefore, we need to conceive new instruments that use hybrid knowledge systems, and shatter the hegemony of those traditional, authoritative representations that cannot give voice to the most deprived social groups. The final goal of the paper is thus defined as the need to project qualitative urban research into a political horizon that becomes the public space of discussion and interaction.

La crisi del welfare state sta causando, tra le sue conseguenze, anche una sempre più ridotta disponibilità di intervento da parte dei Comuni italiani. In alcune aree già problematiche per ragioni socio-economiche e soprattutto politiche, peraltro, tale crisi prefigura una totale assenza degli enti pubblici nei contesti urbani più periferici. L'obiettivo del presente contributo consiste nell'analisi di un caso studio specifico (Villa San Pio a Partinico), per poi indurre – secondo un principio ermeneutico e un processo qualitativo – alcune considerazioni generali sul ruolo dello spazio pubblico urbano come bene comune. L'area di Villa San Pio nasce, nelle previsioni di un Piano di Zona del 1973, come area a verde attrezzato all'interno di un quartiere PEEP, ma viene ignorata dalle istituzioni e rimane a lungo in stato di degrado. Nel 2008 gli abitanti, a seguito di ripetute richieste inascoltate dall'ente comunale, costituiscono un comitato spontaneo per la gestione e manutenzione della villa, ignorando qualsiasi regolamento cittadino e appropriandosi (del tutto illegalmente, ma forse non illegittimamente) dello spazio in questione, trasformandolo in luogo comune. Attraverso indagini qualitative (osservazione partecipante, interviste e focus group, shadowing, active listening, camminata di quartiere, ecc.), il contributo ricostruisce un processo, in accordo con i dettami della non-representational theory, capace di mostrare come gli abitanti della zona PEEP abbiano posto l'amministrazione comunale di fronte a un nuovo concetto di bene comune, e contemporaneamente abbiano messo in crisi l'accezione unicamente positiva di commoning, evidenziando le sue potenziali criticità.

As Doreen Massey (2005) pointed out, space matters. Does public space still matter today? Since the early seventies, several studies have explored public space as an emerging, and in many ways innovative, universe of actors, spatiality and socio-territorial practices which invaded the public spheres of our cities (Habermas, 1979; Rossi, 2008). However, 'public space' may have a wide variety of interpretations which relate to a semantic overlapping between a sensitive material sphere -The Space- and an intangible metaphorical sphere -The Public- (Bianchini, 1990; Crosta, 2000; Hajer and Reijndorp, 2002; Harvey, 2006; Low and Smith, 2006; Rossi, 2008). As Crosta (2000) reveals, a new dichotomy stems from those inseparable elements of public space: material space, conceived as the product of the relationship between territory and its society, and public, conceived as the result of the relationship between a society and its country. This means that material space and public sphere become the cognitive domains and functions within which public space takes shape. From a disciplinary point of view, this duality, as Smith and Low (2006) emphasised, produced two different scientific literatures: first a series of studies, developed in the philosophical and political context, which investigates an a-spatial public sphere, while a second trend almost exclusively relates to the spatial dimension, including disciplines such as geography, urban planning and anthropology. Therefore, together with the constitutive uncertainty of the planning discipline, which has been thoroughly discussed in urban literature (Faludi, 1986; 1987), an additional uncertainty must be taken into account, proceeding from the polysemy of the term, and from the co-existence of different approaches. From a critical reflection on the concept of public space as it is now used by urban scholars and city managers, this paper suggests that public space should not be considered a 'product' (defined through quantitative and objective parameters), but rather as a 'construct' (defined through its qualitative and relational dimension) and a 'process' (thus referring to the performative and deconstructional theories inspired by Jacques Derrida). Public space will therefore be related to governance effects, considering the social interactions between institutional and non-institutional actors and practices (Ferraro, 1990; Crosta, 2000). Much has been written on the role of public space in contemporary societies, and many scholars agree that today public space is a controversial and arguably critical concept. It may actually seem that even the basic idea of what is or should be 'public' is experiencing a deep and troublesome reconsideration, as new forms of privatisation slowly but firmly erode its fundaments. Within this conceptual framework, this paper aims to critically analyse the idea of public space which exists today, with particular attention to the idea of public space as a shopping mall. Characteristics of the Italian way of using shopping malls, and their social and spatial consequences, are investigated and analysed through a case study in Palermo.

L'elaborazione dell'Agenda Urbana Europea ha, insieme all'Agenda Urbana Nazionale dei Paesi dell'Unione, lo scopo di integrare le strategie dei diversi territori ed accrescere il dinamismo economico. Laddove manchi la sinergia fra tali livelli operativi diminuisce la potenzialità e l'efficacia delle politiche urbane. Da una riflessione critica sul flop della candidatura della città di Palermo al titolo di Capitale Europea della Cultura è possibile estrapolare spunti per una buona costruzione di politiche urbane nell'ambito di un'Agenda Urbana Nazionale e per progetti competitivi nei cicli di programmazione europea.

An enquiry on the status of planning in Italy. The role of planning in Italy is now in crisis, and this crisis has been going on for more than a decade. As a consequence, planning practitioners face a hard time when trying to deal with the national political framework and to relate to most important topics, such as commons, public spaces, environmental threats, and so on. In the widespread context of the neoliberal turn, Italy has been experiencing a growing attraction towards everything that is private, and a strong rejection of all that is public. However, planning proficiencies are still requested in those cases where civil society activates bottom-up processes for local transformation projects. These processes often try to fill the gap that is caused by the lack of efficiency in traditional, top-down policies.

Il terremoto del 1968 nella Valle del Belice (Sicilia) trasformò radicalmente il territorio e le comunità. Al sisma seguirono un lungo processo di ricostruzione fisica e una più silente trasformazione e ri-definizione delle identità locali. Oggi, alle recenti conformazioni urbane si affiancano nuove relazioni istituzionali che tentano di interpretare la nuova struttura territoriale e di rafforzare una nuova identità comunitaria legata all'evento traumatico. Prima del terremoto il Belice era solo un fiume distante e impercettibile, mentre oggi la comunità belicina tenta un forzato riconoscimento identitario del territorio anche attraverso l'istituzione di nuove strutture di raccordo. Il contributo analizza il ruolo e l'incidenza reale di tali strutture nella costruzione di una visione comune sia identitaria che di sviluppo, in relazione alle specifiche identità e alle scelte politiche dei singoli comuni.

The Lagoon of Marano and Grado has been experiencing some remarkable environmental impacts, which have affected the high-value natural ecosystem and consequently influenced relevant socio-economic aspects. One of the main problems relates to the diffuse contamination of soil and groundwater in the mainland, as well as sediments in rivers and in the lagoon itself. The need to ensure safe navigation conditions in the lagoon and in the Corno River serving Porto Nogaro harbour is another critical emergency. Other environmental issues of concern are: loss of morphological diversity, watershed basins' pollution loads and protection of lagoon habitats. Due to the emergency situation, a Special Commissioner has been appointed by the national government to proceed with the resolution of the most critical problems. A specific "Operational Plan of interventions" was therefore elaborated in 2009. Approaching problems and solutions in an integrated way, the Plan represents one of the tools for the sustainable development of the lagoon. It strongly supports the adoption of adaptive management, foreseeing the periodical updating and improvement of objectives, strategies and interventions. The Plan also identifies the need for coordination among institutions and involvement of stakeholders as key elements for the implementation of adaptive management.
